  • Requires a professional development plan for each individual building and district administrator, including principals, assistant principals, district superintendents, assistant district superintendents, school business officials, special education directors, regional superintendents of education, etc.

  • Ensures that all professional development activities for administrators are aligned to the Illinois Professional School Leader Standards.

  • Focuses professional development on: 1) improving administrators' knowledge of instructional practices and administrative procedures; 2) maintaining the basic level of competence required for initial certification; and 3) improving mastery and knowledge regarding the improvement of teaching performance and student achievement.

  • Requires 100 hours participation in 5 locally approved professional development activities during the 5-year validity period of the certificate.

  • Requires the completion of one Administrators' Academy course annually during each five-year certificate registration period (in addition to the 100 hours of local professional development).

  • Requires that administrators communicate, disseminate, or otherwise apply what is learned in professional development activities.

  • Requires that some portion of the activities address the district or local School Improvement Plans.

  • Requires ROEs and ISCs to deliver a broader range of high quality professional development for administrators.

  • Supports the concept of life-long continuous improvement and learning, and the Governor's Initiative on Educator Quality.
Process for Administrative Certificate Renewal
  • Beginning July 1, 2003, Administrators create a professional development plan with 3 individual improvement goals.

  • School administrators submit plans to district superintendents for review.

  • District Superintendents submit plans to a peer review panel for review.

  • Regional Superintendents submit plans to ISBE.

  • Administrators engage in Administrators' Academy courses annually (totaling at least 36 hours) and five local professional development activities totaling at least 100 hours.*

  • Administrators maintain a portfolio of documentation containing dates of each activity, instructional time, duration of activity, Illinois Professional School Leader Standard addressed, and the communication/dissemination/application component.

  • Near the conclusion of the 5?year period of validity, each administrator completes and signs an ISBE form verifying that all professional development activities were completed.

  • Regional Superintendents recommend renewal of administrative certificates to the State Superintendent of Education.

  • If renewal of an administrative certificate is denied by a regional superintendent of education, the certificate holder may appeal to the State Superintendent of Education for consideration.

*For each year that the administrative certificate holder is not employed as an administrator in Illinois, a proportionate reduction may be claimed. A reduction of one Academy course and 20 hours of local professional development activities may be calculated for each year of exemption.
