Initial Teaching Certificate Renewal and Registration (Moving from Initial to Standard)

What if I haven’t taught full-time for all four years?

An Initial Certificate is issued for approximately four years and is set to expire on June 30 of the fourth year. Those who earn their certificates mid-year, those who do not take a full-time teaching position upon graduation, and those who take time off of work may not have completed the four years of full time teaching experience required to move from an Initial to a Standard Certificate.

If you are in this situation, you will need to contact your Regional Office of Education for instructions
about how to renew your Initial Certificate for another four years.

During your second four-year period, you should continue to track your teaching experience. If you
do not accumulate four years of experience during that second four-year period, you may continue to
renew your Initial Certificate every four years. Prior to June 30 of the year in which you earn your four
years of teaching experience, you are required to apply for your Standard Certificate.

Part-time teaching experience may be used to accumulate your teaching experience. For example,
two semesters of half-time teaching can be used to accumulate one semester of full-time teaching.
You may also, if you choose, accumulate experience by counting substitute teaching days.

Requirements for Moving from Initial to Standard Certificate

In order to trade an Initial Certificate for a Standard Certificate, public school teachers in Illinois are
required to continue their education with professional development activities, as well as to verify that
they have accumulated the equivalent of four years of full-time teaching experience. Teachers may
choose one of the following methods of filling the professional development requirement. You will be
required to maintain evidence of completion for each activity and be able to produce this
documentation if selected for an audit.

Option 1: Required Unique PDA - You may meet your professional development obligation by completing
any of the following options:

a) Have earned a Masters Degree or a Doctoral Degree related to education.
b) Have successfully participated in an approved Induction and Mentoring Program (a one-year
program if certified before September 1, 2007 or a two-year program if certified on or after
September 1, 2007).
c) Complete the National Board for Professional Teaching Standards (NBPTS) certificate process.
d) Earn a subsequent Illinois certificate or endorsement (which you would not have qualified for at the
time you earned your initial certificate.)
e) Have completed the requirements for becoming Highly Qualified in a teachable area for which you
were not Highly Qualified at the beginning of this certificate’s validity period.
f) Complete four semester hours of graduate coursework in Assessment of Teaching Performance or
NBPTS Preparation.

Option 2: Required Coursework PDA - You may meet your professional development obligation by
completing any of the following options:

a) Complete 12 semester hours of graduate-level coursework applicable toward an advanced,
education-related degree.
b) Complete a 12-semester-hour, post-baccalaureate, education-related professional development
certificate issued by an Illinois institution of higher education.

Option 3: Required CPDU PDA - Use this option to use a variety of activities (including workshops, action
research, or summer curriculum development) to acquire the professional development hours. If you are
using this option, you will need to accumulate 60 CPDU’s. A full list of Qualifying Professional Development
Activities
appears below.

Teachers are NO LONGER REQUIRED to submit a professional development plan, to complete
activities associated with old plans, or to submit paperwork to their district or co-op.

No CPDU credit may be earned for activities that are designed for entertainment purposes, that are
promotional or commercial in nature, or that are solely inspirational or motivational. Your ROE,
STCB, or ISBE may disapprove any activity they deem inappropriate for CPDU purposes.

Using the ECS System to Renew and Register

The ECS database system is the system in which the Illinois State Board of Education maintains
records of all of its certified education professionals. One of the benefits of this system, which was
implemented in 2006, is the access that it gives educators to maintaining the accuracy of their own
records. In ECS, you can:

  • Update your personal and contact information.
  • Update your academic information.
  • Record your professional development activities.
  • View your personal professional development requirements, based on your qualifications
    and work history.
  • Submit your renewal and registrations online.

The following guide will walk you through these procedures.
